Why This Site Exists
Hammersmith & Fulham Coalition Against Cuts (HAFCAC) closed in March 2021 after 15 years of successful campaigning. However, in the light of recent national political developments, HAFCAC has dusted itself off to join new campaigns to challenge government attacks on Disabled people.
This site preserves HAFCAC’s history, strategies, and victories to inspire and educate the next generation of Disabled activists. Everything we learned is here for you to use, adapt, and build upon in your own communities.
When Disabled people organise, we make change happen. HAFCAC proved that. Now it’s your turn.
About HAFCAC
What HAFCAC Was
Hammersmith & Fulham Coalition Against Cuts was a grassroots campaign group led by and for Disabled people. Formed in 2006, we were a non-funded Disabled People’s Organisation (DPO) that spent 15 years fighting for disability rights in our borough.
We achieved what no other Local Authority in England has done: ended home care charging, protected Independent Living Fund support, and established the UK’s first co-production model led by Disabled people.
Our Major Victories
- Ended home care charging (2015) – Only borough in England with no charges for community support
- Protected ILF support (2015) – Ring-fenced funding when government closed the fund
- Revolutionary co-production (2018) – First UK council to make co-production the default
- Restored DPO-led services (2020) – Direct Payment Support Service back with local DPO
